PMO Budget Controlling & Governance Expert

Within the Telecom Services BU, Project Management & Support Services Team, reporting to the Program Director, as part of a dedicated customer team. T

The Project Management Office Budget Controlling & Governance Expert is responsible for managing the internal Profit & Loss (P&L) for projects, validating all contractors’ and suppliers’ invoicing, and overseeing project expenditure. This role ensures that financial governance and budget control processes are effectively implemented and maintained throughout the project lifecycle.

Based in Riyadh, KSA (full time) with some travel within KSA 

Key responsibilities

  1. P&L Management. Oversee and manage the internal P&L for the project. Monitor project financial performance and identify areas for cost optimization.
  2. Invoicing Validation. Validate and verify all invoices from contractors and suppliers. Ensure that all invoicing is accurate and compliant with contractual agreements.
  3. Expenditure Control. Monitor and control project expenditure to ensure adherence to budgetary constraints. Identify and address any discrepancies or deviations from the approved budget.
  4. Financial Reporting. Prepare and present regular financial reports to project stakeholders and management. Provide insights and recommendations based on financial analysis and performance.
  5. Budget Governance. Develop and implement budget control processes and policies. Ensure compliance with financial governance standards and regulations.
  6. Collaboration and Coordination. Work closely with project managers, finance teams, and other stakeholders to ensure effective budget management. Coordinate with contractors and suppliers to resolve any invoicing or financial issues.
  7. Risk Management. Identify financial risks and implement mitigation strategies. Ensure that financial risks are communicated and managed appropriately.
  8. Project Support. Full responsibility for the overall Program/Project master plan. Full responsibility for planning, updating, and maintaining the project plan using MS-project. Guide the project manager in planning, executing, and finalizing projects according to deadlines and budget. Coordinate and liaise with various departments and stakeholders to ensure smooth project operations.

Qualifications and experience

  • Bachelor’s degree in Engineering, Business Administration, or a related field.
  • Extensive experience in budget controlling, financial management, or project management.
  • Strong knowledge of financial governance and budget control processes.
  • Excellent analytical and problem-solving skills.
  • Strong attention to detail and accuracy.
  • Ability to work independently and as part of a team.

Skills

  • Arabic native speaker + fluent in written & spoken English.
  • Certification Project Management (e.g. PMP, RAMP, ITIL …) is a plus.
  • Experience with financial software and tools.
  • Knowledge of industry trends and best practices.
  • Professional knowledge using MS-project.
